No Program Applications Specialist/ PD# 22077-0 Performs long term planning, establishes annual training programs, and reviews/evaluates training development. Performs long term planning, establishes annual training programs, and reviews and evaluates training development, and evaluates contracting staff. Plans, integrates, and schedules training programs, sets priorities, and furnishes advice and assistance as required to resolve problems and ensure efficiency of training operations. Identifies system inefficiencies and develops studies or data collection techniques related to specific identified problems. Participates in national work groups to recommend improvements to acquisition software applications, tests applications as updates are released, reports operational problems, and recommends solutions to developers. Serves as program liaison to the various user groups in helping the Director of Contracting (DoC) develop information, resolve a wide variety of problems, maintain effective relationships, and meet program objectives. Responsible for the development and/or issuance of guidance materials for the Network Contracting Office and Medical Center procurement staff in regard to e-CMS, FPDS, IFCAP and other acquisition related applications, current and future. To qualify for this position, applicants must meet all requirements within 30 days of the closing date of this announcement. Time-in-grade:

Applicants must have One year of specialized experience equivalent to at least the next lower grade (GS-9) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
knowledge and skill in applying analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of the NCO operations carried out by administrative and technical personnel. knowledge of pertinent laws, regulations, policies and precedents that affect the use of program and related support resources (people, acquisition software applications, IT equipment) in the areas studied. knowledge of databases and information technology. Knowledge of established management analysis and program analysis principles, theories, and practices, including knowledge of various analytical techniques (audits, spreadsheet/graphics analysis). Knowledge necessary to review and approve proposed technical solutions to ensure they adequately support training requirements. Knowledge in operating microcomputers to include knowledge of computer terminology, the functions of computers and the interrelations of various Medical Center computers. knowledge of databases and information technology. Knowledge of established management analysis and program analysis principles, theories, and practices, including knowledge of various analytical techniques (audits, spreadsheet/graphics analysis). The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
