Mine Safety and Health Specialist

Makes recommendations for improving or suggesting new techniques or approaches to educate and train miners and mine management. Performs evaluations of existing training programs and formally reports the findings and recommendations to the supervisor and the liaison located in the district. Serves as a liaison between the mining industry and Educational Policy and Development and the Mine Health and Safety Academy. Provides input to Academy staff in the development of new training materials and makes recommendations to the mining industry concerning specific materials and new programs that are available. Discusses findings with industry representatives conducting informational talks; recommends training courses and/or materials to enhance miners' knowledge of safety and health; and promotes the observance of safety and health standards through demonstrations and distribution of education and training material such as investigation reports and other relevant data. Determines the adequacy of mining companies' safety and health programs through the review and analysis of accident reports and related flow charts that compare the incident rates to the state and national averages. Advises mine operators, miners, and others on the adequacy and benefits of effective safety and health programs, accident prevention techniques, hazard recognition, correction of unsafe work practices and a variety of safety and health criteria designed to eliminate accidents and reduce the severity of injuries. Provides assistance to mine operators concerning the application of training regulations and programs, as well as the advisability of particular training practices, the use of audio-visual aids and current training materials. Trains mine personnel how to determine training needs, write training plans and develop mine specific training programs. Remains abreast of new developments and innovations in the field of safety and health training through professional contacts, conferences, meetings, seminars and training classes. Coordinates Holmes Safety activities promoting mining community participation. Attends Holmes Safety Meetings and works closely with the Holmes Safety Association National Office to increase membership and nurture new chapters and councils Serves as an advisor to the mining industry and MSHA for matters related to education and training. Represents MSHA at meetings and conferences concerning education and training. Conducts qualification and certification courses and administrative examinations in such areas as respirable dust sampling, electrical qualification, methane and oxygen deficiency testing, and impoundments testing. Conducts on-site training and safety and health evaluations of mining operations based on incidence rates, including attention to significant nonfatal accident trends. Conducts consultative visits to mine sites. The incumbent follows established guidelines for evaluation of mine training programs and cooperative instructors and participates in mine site evaluations. One year of specialized experience equivalent to at least next lower level GS-11, Specialized experience is defined as; analyzing and evaluating health/safety aspects of mining industry operations and processes; evaluating, analyzing and developing training or safety and health awareness programs; developing and implementing mine safety and health programs and materials that address accident prevention and/or specific health and safety problems; interpreting and providing guidance on training regulations and policies; communicating orally and in writing with MSHA, Federal, State and/or other government, union, and industry officials in order to exchange information, interpret training policies, develop alternatives and encourage adoption of training policies and procedures; demonstrated leadership abilities; experience prioritizing and directing work assignments within a culturally diverse workforce from a remote location. The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
