PROCUREMENT ANALYST (Quality Assurance Specialist)

Procurement Analyst (Quality Assurance Specialist)/PD# 22074-A Maintains current knowledge of acquisition regulations, directives, information letters and general procedures. Provides guidance and feedback with Contracting Officer and/or Contract Specialist regarding contract review write ups. Participates in the development of the annual NCO Training Plan in collaboration with the Training Officer, and identifies areas in need of improvement based on findings during reviews conducted and/or analysis performed. Identifies trends from the reviews performed, to include external reviews, and reports on any trends to the Director of Contracting (DoC). Has extensive knowledge in all aspects of contracting; these include, but are not limited to, the procurement of supplies and services using sealed bid, competitive, and noncompetitive procedures. Provides technical guidance to supervisors and contracting officers as needed. Shall have comprehensive knowledge of price analysis and subsequent audit functions in sufficient detail to detect inconsistencies in price proposals and to prepare, in easily understood terms, results of audit reports. Facilitates meetings with appropriate supervisors and contract specialists to communicate findings as they pertain to the contracts, sharing agreements and overall acquisitions and coordinates any follow-up action. Report's findings involving the failure to obtain adequate competition to the Competition Advocate. Provides information concerning contracting officer warrant violations to the DoC. Conducts routine reviews of contract files in the electronic contract system to ensure that all required documentation has been completed. Participates on review boards as established by agency directives at all phases of contract execution and administration. Manages quality programs as established by the Regional Procurement Office and National Quality programs. Identifies improvements to the contracting process/program within the NCO. Makes recommendations to the DoC and contracting supervisors. Participates in regional and national compliance meetings and teleconferences. To qualify for this position, applicants must meet all requirements within 30 days of the closing date of this announcement. Time-in-grade:
Applicants who are current Federal employees or who have held a GS grade anytime in the past 52 weeks must also meet time-in-grade requirements. Example for a GS-13 position you must have served 52 weeks at the GS-12 level. Basic Requirements:
Completion of all mandatory training prescribed by the head of the agency for progression to GS-13 or higher level contracting positions, including at least 4-years experience in contracting or related positions. At least 1 year of that experience must have been specialized experience at or equivalent to work at the next lower level of the position, and must have provided the knowledge, skills, and abilities to perform successfully the work of the position. - and - A 4-year course of study leading to a bachelor's degree, that included or was supplemented by at least 24 semester hours in any combination of the following fields:
accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. Exceptions:
Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000. This also applies to positions at the same grade in the same agency or other agencies if the specialized experience requirements are met. However, they will have to meet the basic requirements and specialized experience requirements in order to qualify for promotion to a higher grade, unless granted a waiver under Paragraph D. Specialized Experience (GS-13):
Applicants must have One year of specialized experience equivalent to at least the next lower grade (GS-13) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
Expert knowledge of federal Acquisition regulations in order to perform comprehensive technical reviews on pre-solicitation, pre-negotiation, and pre- and post-award documents. Identifies deficiencies and weaknesses and provides technical guidance to contracting officers. Comprehensive knowledge of cost and price analysis and subsequent audit functions in sufficient detail to detect inconsistencies in cost proposals and to prepare, in easily understood terms, results of audit reports. In-depth knowledge of contract types. Expert knowledge of personal service contracts and consultant contracts. The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
